Urumqi, January 20 (Reporter Yang Rui, Chen Xinhui) The 2025 Government Work Report of Xinjiang proposed to accelerate the development of new energy equipment manufacturing industries, promote the construction of new energy storage projects, and vigorously develop new material industries such as silicon-based, aluminum-based, copper-based, titanium-based, and carbon-based materials.

"        Based on the background of developing a modern industrial system with characteristics and advantages in Xinjiang, this time I brought the proposal of 'efficiently promoting the exploration and development of vanadium-titanium magnetite' to lay a solid foundation for the upcoming titanium metal material revolution," Xiao Zhihai, a member of the Xinjiang CPPCC and chairman of Xinjiang Xiangsheng New Material Technology Co., Ltd., told the People's Daily Online reporter.

       Titanium and titanium alloys are important basic key materials for the development of aerospace, nuclear power engineering, marine engineering, chemical engineering, metallurgy, and other fields. The titanium industry, as a strategic emerging industry, holds an important position in national defense, economy, and technology fields and has strategic significance for the development of the national economy.

Xinjiang Xiangsheng New Material Technology Co., Ltd. was established in Hami in 2013, with a land area of about 3,300 mu, making it the only titanium metal smelting and titanium alloy production and processing enterprise in Xinjiang and the most competitive whole-industry-chain titanium and titanium alloy leading enterprise in the country. It has already obtained most of the relevant certification qualifications required by the industry.

"Xinjiang has natural and unique advantages in resources of vanadium-titanium magnetite, fully具备 the resource conditions for the characteristic industrial development of titanium-based industries in Xinjiang," Xiao Zhihai introduced. Due to various reasons such as terrain, transportation, and technical personnel, the degree of exploration and development remains low, leading to the development of titanium-based industries in Xinjiang being limited by raw material supply, making it difficult to further expand production capacity and attract domestic titanium-based application enterprises to invest in Xinjiang.

        Xiao Zhihai suggested: First, optimize the exploration administrative approval process to improve approval efficiency; second, have the government build channels to provide domestic professional technical support and consulting services; third, establish a risk-sharing mechanism for exploration and develop a new cooperative exploration model. This will increase the enthusiasm and efficiency of enterprises for independent exploration and lay a solid foundation for the upcoming titanium metal material revolution.

Currently, Xinjiang is anchoring the strategic goal positioning of the Party Central Committee, accelerating the construction of "ten major industrial clusters," including strategic emerging industries such as advanced manufacturing and new materials. For the future, Xiao Zhihai is full of confidence.
